In practice the only two numbers a would-be affiliate has to hit are 1,000 to apply and 5,000 to leave the pilot. The 0 and "invited" rows are seller-bound paths that do not open the wider marketplace. The key difference from the 5,000-follower figure you will see quoted elsewhere is that 5,000 graduates you out of the pilot; it is not the bar to get in. Bottom line: if you have 1,000 real followers and a US account, you already qualify to apply today.
What the Creator Pilot Program actually limits
Under 5,000 followers, TikTok auto-enrolls you in a 30-day Creator Pilot Program. During the pilot your marketplace access is restricted to sellers rated 95%+ on shop performance, and posting limits apply (currently a few shoppable posts per day; check the live policy, as TikTok revises these).
In other words the pilot is a throttle, not a wall: you can still earn, just with fewer sellers and fewer daily shoppable posts until you graduate. Can you be a TikTok Shop affiliate with a small following?
Yes. 1,000 followers is the floor to apply as an Affiliate Creator in the US, so a small, engaged account qualifies. The only path that needs zero followers is the Official Shop Creator route, where you are bound to one seller's shop and can promote only that shop's products.
Hitting 1,000 followers is well within reach of a new account posting consistently. Once you are in, the follower count stops being the thing that matters. What you post and what sells does. Bottom line: the follower bar is an entry gate you clear once, not a lever you keep pulling to earn more.
Followers aren't what actually pays you
Followers get you in the door, but they do not determine your earnings. Unlike follower count, which only gates eligibility, TikTok Shop commission is paid on the orders your content drives. The rate is set per product by the brand, between 1% and 80% of the order. A converting 1,200-follower creator can out-earn a dormant 50,000-follower account.
Chasing followers past the 1,000 gate is the wrong optimisation. Conversion, not audience size, is what moves the commission. Bottom line: after 1,000, spend your effort on content that sells, not on the follower counter.
